Conn was born and raised in Manayunk PA the second oldest of 9 children. A 1958 graduate of Villanova University with a BS in Civil Engineering. That same summer Conn enlisted in Naval Officer Candidate School in Rhode Island. In 1959 he was promoted from Ensign to LTJG while serving as a naval aviation controller aboard the CARAEWRON TWELVE ( Carrier Airborne Early Warning Squadron-12) stationed out of Quonset Point, RI. During his three year active duty he served on special assignments aboard the USS Saratoga in the Mediterranean and on the USS Constellation during the Cuban missile crisis 

After his active duty commitment Conn transferred to the USN-Reserve in July 1962 and was stationed at Willow Grove Naval Air Base in Pennsylvania. Within that first year he was promoted to Lieutenant and steadily advanced his career in the Naval reserve to LCDR in 1967 and promoted to Commander in 1974. Conn retired from the USNR in 1985 after 25 years of dedicated service. 

To be close to the Willow Grove Naval Air Base ; Conn and his wife Marie found a home in Flourtown, PA where they raised their six children
